Every registered carrier starts with a baseline score of 100. Deductions are systematically calculated using objective deviations from current national safety standards:

  • Out-of-Service Deviations: Penalties applied when driver OOS exceeds 5.42% or vehicle OOS exceeds 21.47% (computed from the active FMCSA SMS release).
  • BASIC Safety Alerts: −15 points per acute alert flag across Unsafe Driving, Hours of Service, Vehicle Maintenance, and Controlled Substances.
  • Fleet-Proportional Crashes: Penalties scaled to carrier power unit count for fatal and injury collision history over the past 24 months.
  • Legal Credentials: −40 points for inactive or revoked operating authority; −20 points for missing mandatory BMC-91X liability filings.
